The organization ICANN –  Internet Corporation for Assigned Names and Numbers – administers the internet backbone including root servers and domain system. Independent – noncommercial – income from users of servers and domains.

World Wide Web Consortium

The World Wide Web Consortium (W3C) develops interoperable technologies (specifications, guidelines, software, and tools) to lead the Web to its full potential. W3C is a forum for information, commerce, communication, and collective understanding. 

W3C operations are supported by a combination of member dues, research grants and other sources of private and public funding, and the Supporters Program.

W3C operations are jointly administered by the MIT Computer Science and Artificial Intelligence Laboratory (CSAIL) in the USA, the European Research Consortium for Informatics and Mathematics (ERCIM) headquartered in France and Keio University in Japan.
